Procurement Committees in the Energy Sector in Turkey

In the last 20 years, incredible breakthroughs have been made in the energy sector in Turkey and large-scale investments have been made. Especially thanks to the studies in the field of renewable energy, the renewable energy sector in Turkey has grown and has started to receive investments from within and outside the country. As a matter of fact, the share of renewable energy plants in total electricity capacity in Turkey reached 55% by the end of 2021. In this direction, it is stated that the amount of investment in the sector exceeds 66 billion dollars.As of the end of 2021, the total number of electricity generation plants in Turkey exceeds 10,100. In addition, 32% of installed electricity is obtained from hydroelectric energy, 10% from wind energy, 7.30% from solar energy, 1.7 from geothermal energy and 1.8% from biomass power plants.


While Turkey is making progress in all energy production activities, especially renewable energy, it also carries out efforts to increase its orientation to these sectors. In this context, large-scale incentives and grants are provided to investors, especially under the Ministry of Energy and Natural Resources of the Republic of Turkey and the Ministry of Commerce. Another incentive provided by these institutions is the procurement committee programs. In this context, with the participation of representatives of institutions and organizations, members of the press, importer and manufacturer company representatives invited to Turkey from abroad, enterprises in the relevant sector in Turkey are visited and bilateral meetings are held. With these programs, it is aimed to open the export products of Turkey to new markets and to protect the existing market shares. Purchasing committee programs appear as joint organizations of the Ministry of Commerce of the Republic of Turkey and the exporters’ unions.


Transportation expenses, promotion and organisation expenses, accommodation expenses, translation expenses, rental expenses for seminars, meetings, conferences and bilateral meetings, expenses related to participation in the fair, written and visual promotion expenses, public relations services, expenses of the products to be exhibited to the purchasing committees and transportation expenses are among the support elements provided within the scope of the procurement committee programs. At this point, transportation expenses include the expenses for the national or international transportation of a maximum of two people from an invited foreign company or organization, while the accommodation expenses include the expenses for the accommodation of a maximum of two people from an invited foreign company or organization, up to 150 dollars per person per day. Supporting these expenses serves the purpose of encouraging the investments that will come to Turkey from abroad.


EIF World Energy Congress and Fair and Procurement Committees

In the energy sector in Turkey, procurement committee programs are frequently encouraged. In this context, special attention is paid to the participation of procurement committees in fairs and congresses held in Turkey. EIF World Energy Congress and Fair, which is the biggest and most comprehensive energy event held in Turkey, also attracts the attention of procurement committees. Procurement committees participating in the EIF World Energy Congress and Fair can meet with domestic manufacturers and make significant investments in the energy sector in Turkey.


EIF World Energy Congress and Fair will be held for the 15th time this year and will meet with the participants on 12-14 October 2022 at IFM Istanbul Expo Center in Istanbul. In this event, which was realized with the support of the Ministry of Energy and Natural Resources of the Republic of Turkey, many foreign energy purchasing delegations can hold one-on-one meetings with Turkish energy companies and make large-scale investments thanks to the incentives provided in this context.
